Community development grants on the way?

Talks are underway in Zephyrhills to offer a greater variety of business grants within the city’s CRA (Community Redevelopment Agency) district.

At last month’s CRA board meeting, Zephyrhills CRA director Gail Hamilton pushed for a wider range of incentives to help encourage new business investment in the 500-plus acre district.

The district encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street. Within those boundaries are the following historic neighborhood districts: Hercules, Historic Jeffries, Historic Abbott, Moore’s Estate, Zephyr Lake, Oakside, and Plaza.

Hamilton referenced a 2019 market report from consultant GAI Community Solutions, which indicates that vacancy rates are down in the CRA district, but property values are dropping because older retail/office buildings are not being improved or rehabilitated.

Interestingly, however, Hamilton said rental rates in the district have increased because “there’s a short supply of those buildings that are habitable, that are in the right location, where somebody wants to be.”

The market report shows the majority of rentable office properties within the district were built prior to 1980, and the majority of retail properties built prior to 1990. Further, since 2011, no new office properties and just one new retail property have been built within the district.

The report showed the limited inventory will weigh on district activity in the face of a growing local economy, Hamilton told CRA board members.

“We need to address that we haven’t built any new buildings and what we have is old,” the CRA director said.

“We still have building stock that nobody wants to rent because of the issues with the building or where it’s located or how it’s chopped up, and so we might want to take a very focused look at some of those buildings and try to work with the property owners,” she suggested.

The city currently offers grants related to building exteriors, including a matching façade rehabilitation grant program of up to $2,500.

But, Hamilton thinks the program should be expanded to allows some grants related to interior projects, such as plumbing or electric improvements.

“I can do signage, I can help them with a window or door, but the grants don’t allow for anything in the interior of the building, so that’s something we may want to talk about,” she said.

Hamilton also suggested creating some type of kitchen remodeling grant, particularly for high-quality kitchen fire suppression systems that could be used for subsequent tenants, if needed.

The Zephyrhills CRA (Community Redevelopment Agency) area is a dependent special district in which any future increases in property values are set aside in a trust fund to support economic development and redevelopment projects, within the designated district.

She put it like this: “If that restaurant goes out (of business), you still have a restaurant and that investment the CRA makes putting the money in the building, because the building will always be there.”

The CRA director added she’s seen high demand from retailers and restaurateurs looking to lease newer or updated building spaces, even as small as 1,000 square feet, in the downtown area.

“Not a day goes by that somebody doesn’t call the CRA office asking about space — and, I don’t have it,” she said.

The Zephyrhills CRA includes about 300 business, with the largest concentration of employment within retail trade, health care services, and accommodation and food services.

The district’s largest employer is AdventHealth Zephyrhills (1,100 employees), followed by Florida Medical Clinic (850), Nestle/Zephyrhills Bottled Water (325), City of Zephyrhills (180) and Morrow Steel (90).

Another issue, Hamilton said, is the limited supply of affordable housing for middle-income workers, close to their jobs.

Hamilton said she’s had ongoing discussions with AdventHealth Zephyrhills CEO Amanda Maggard about the issue, talking about creating some type of joint residential grants “so that that workforce group from the hospital has an opportunity to live and work here in the CRA district.”

The city offers a $5,000 residential ownership incentive grant to homebuyers who purchase a home in the CRA district, and maintain residency for five years. The CRA awarded five such grants last fiscal year, Hamilton said.

Local governments share forum

Pasco County has shared interests with city governments, but it’s a rare occasion for county and city officials to meet in a joint public forum.

But, that’s exactly what happened on June 26 when staff members and elected officials from Pasco County, the town of St. Leo, San Antonio, Zephyrhills and Dade City sat down at Saint Leo University to discuss topics of mutual interest, and such meetings could become an annual or semi-annual event.

“We need to do more things together,” Pasco County Commission Chairman Mike Wells Jr., said.

Most of the talk centered on roads, traffic and redevelopment.

Each of the city and town representatives highlighted accomplishments and issues of concern.

Traffic and road projects topped the list, including one traffic crossroad, known as “calamity corner.”

The intersection is where State Road 52, headed toward St. Leo, takes a turn to the right. But, motorists at that juncture also are navigating along Pompanic Street and College Avenue.

They are guided by signs to stop or yield, and a string of three red caution lights that motorists can find confusing.

“There are a lot of accidents, near accidents, and complaints,” said Eric Stallworth, who serves on the San Antonio City Commission.

Former Pasco County Commissioner Ted Schrader spoke a few months ago at a Pasco County Commission meeting about the intersection and urged county commissioners to find a fix for it.

One idea was for a roundabout.

That appealed to Pasco County Commissioner Kathryn Starkey, who said the topic could be brought up at the August Pasco County Metropolitan Planning Organization.

Discussion also focused on current and ongoing road projects, including widening and realigning State Road 52.

An additional extension of State Road 56 is being sought, too.

Currently, State Road 56 is being extended from Meadow Pointe Boulevard in Wiregrass Ranch to U.S. 301 in Zephyrhills.

Zephyrhills’ officials are seeking additional state funding for a study on linking State Road 56 to State Road 39.

City and county benefit from greater roadway connectivity, said Todd Vande Berg, Zephyrhills’ planning director.

With roads and existing rail lines, Vande Berg said, “We think there’s an opportunity to have an inland port at the (Zephyrhills) Municipal Airport.”

Zephyrhills and Dade City representatives also provided brief views on projects paid with revenues from their Community Redevelopment Areas, or CRAs.

Zephyrhills has used funds for items, including Hercules Park, street lighting and three neighborhood cleanups that removed 900 tons of debris.

“It has made a difference,” said Gail Hamilton, the city’s CRA director.

Future plans include Zephyr Park improvements.

Dade City (which has two CRAs) used its CRA funds, along with Florida Department of Transportation money, to extend Hardy Trail. The trail is envisioned as part of a network of area trails.

The CRA also provides matching grants as incentives to redevelop Dade City’s historic downtown.

The projects brought praise but also criticism of CRAs in general from Pasco County Commissioner Mike Moore.

“It’s no secret. I’m not a big huge fan of CRAs,” he said. But, he added, “I do appreciate both cities doing it properly, and not including the entire city in a CRA.”

Moore and other county commissioners have been critical of CRAs in Port Richey and New Port Richey, which are drawn to include all properties within city limits.

State law has since been amended to be more restrictive, with a CRA being no more than 80 percent of a municipality.

CRAs are special taxing districts that generate property taxes for reinvestment in community projects to end blight within those districts. Once a property tax baseline is established, future property tax revenues are available to the CRA. Those revenues, then, aren’t available to the county’s general funds.

Moore said it doesn’t make sense for areas with expensive homes to be in a CRA. “Obviously, we know an entire city isn’t blighted,” he said. “That’s not too kosher.”

He anticipates the Florida legislature eliminating new CRAs after complaints about mismanagement statewide.

Zephyrhills City Manager Steve Spina disagreed.

“I’m not sure they’re going away,” he said.

If they do, Spina said the city would lose the incentives it can now offer to spark redevelopment. “We have a much more vibrant downtown now,” he added, because of the city’s CRA.

It’s the “bad apples” that are misusing CRAs that are the problem, said Starkey.

“I’m OK with it, if we add accountability and transparency,” she said. “I think the language in the (Florida) statute was poorly written.”

Zephyrhills prepares for its 108th Founder’s Day

Zephyrhills’ Main Street is rallying merchants, community activists and citizens for its 108th Founder’s Day celebration on March 10.

Gail Hamilton, of Zephyrhills Community Development, and Anna K. Stutzriem, Main Street coordinator for Main Street Zephyrhills, are in the midst of planning festivities for the daylong event.

Stutzriem hopes this year’s event will help restore the glory of the community’s time-honored Founder’s Day event.

The goal is to provide hands-on opportunities, so visitors can see how the city got to where it is today. This year’s theme is “Moonshine, Turpentine & Timber.”

Plans include a morning race to kick off festivities. People of all ages are encouraged to take part. They can choose from a one-mile run/walk; a 5K race or a 10K race.

An old-fashioned Florida parade is planned as well, with Greg First serving as the master of ceremonies.

The parade will take place on Fifth Avenue at 10 a.m. A number of awards will be given for categories, including best costumes, best walking/marching unit, best of theme, and more.

Warren Earle, who was named citizen of the year by The Greater Zephyrhills Chamber of Commerce, will be the grand marshal for the parade.

The 90-year-old volunteer is known for bringing fresh doughnuts and a bouquet of flowers on Monday morning for the workers at City Hall, when he arrives to make preparations for City Council meetings. He’s been volunteering in Zephyrhills for 15 years, and has worked tirelessly in supporting the Zephyrhills Little League, the Zephyrhills High School band, the Zephyrhills Color Guard, the Zephyrhills ROTC, the Zephyrhills Fire Rescue Cadets, the Elks Lodge Project, and the renovation of the historic Howard B. Jeffries House.

Following the parade, there will be a ‘Community Picnic Table,’ similar to the old-time “Dinner on the Ground,” available from the south side of Eighth Street, extending along Fifth Avenue.

The elongated table will be adorned in a classic red gingham cloth where folks can converse, savor the local food from area restaurants and vendors, and enjoy entertainment provided by local dance studios on the nearby Eiland Band Stage.

New this year, vendors will be placed near the median along Fifth Avenue. To facilitate safety and comfort for the anticipated crowds, a police officer will be stationed on each city block of the parade.

The Pasco County Sheriff’s Office’s mounted patrol took part in a previous Founder’s Day celebration in Zephyrhills.

Hayrides will be available from the New Era 4-H Club of Zephyrhills, pulled by draft horses with a host narrator in vintage costume who relates accounts of Zephyrhills history, including a few morsels from the past.

New Era 4-H will host a downtown petting zoo for children and families, as well.

Zephyrhills Brewing Company will blend a pre-prohibition beer recipe for Founder’s Day. Proprietors Terry Hilferding said that she and her husband, Robert, have collected recipes throughout the years and will concoct a batch reminiscent of the 1911 timeframe.

An Open House at the Howard B. Jeffries Home at 38537 Fifth Ave., in Zephyrhills, will include “Tales on the Porch” from noon until 4 p.m.

The Hopkins Family Porch was recently renovated by Dwight Hopkins who donated materials and volunteered labor to replace the porch.

Speakers will deliver informal anecdotes about pioneer life starting at noon, and guided tours will be available of the historic home.

Arts and crafts booths, as well as food and merchandise vendors, will be stationed along Fifth Avenue.

Old-fashioned kids’ carnival games also will be offered by Boy Scout Pack 72.

And, the Women’s Club of Zephyrhills will host an open house.

In addition, there will be a Beard and Moustache Competition at 2 p.m. Categories include: natural beard, styled beard, longest beard and mustache.

Numerous other activities are planned, including a Master Gardener Booth, where you can learn more about Florida plants and ask gardening questions. Master Gardeners Diana Williams and Jeannine Thompson will be on hand.

Meanwhile, at the Zephyrhills Airport, Zephyrhills Noon Rotary, with Mike Fike coordinating, will host a Skydive Exhibition beginning at 4 p.m.

T.K. Hayes, of Skydive City, will facilitate a multi-person jump to be followed by a flag ceremony. Subsequently, a concert series will culminate in fireworks at the airport at 7:45 p.m.

Planning to attend the parade?
Be sure to arrive well before 10 a.m. to find parking. Bring a folding chair and place it along Fifth Avenue, or nearby.

After enjoying festivities downtown, you can go to the Zephyrhills Municipal Airport, at 39450 South Avenue, around 4 p.m., to see a Skydive exhibition, enjoy music and watch fireworks to cap off the day.

Sip a taste of the vintage recipe entitled ‘Ryals n’ Shine,’ on March 10 at the 108th Founder’s Day in Zephyrhills. Robert and Terry Hilferding of Zephyrhills Brewing Company, who collect recipes and brew up signature beers that date back to colonial times, will salute the community’s past with a pre-prohibition ‘recipe’ they have coined for Stanley Ryals, a Zephyrhills businessman who was recognized for citrus, ranching, building, lumbering and moonshining.

Design is final for new Zephyrhills City Hall

When it comes to a new City Hall, the Zephyrhills City Council agreed that “bigger is better.”

Council members unanimously approved the design for the new City Hall complex on Jan. 23. The design calls for a two-story building of 19,615 square feet.

The $6.2 million price tag is about $300,000 greater than the alternative option, which called for a structure of 18,170.

Alan Knight, the council’s vice president, was the most outspoken advocate of proceeding with Harvard Jolly’s larger, more expensive, building.

The city’s anticipated future growth is the main factor, Knight reasoned, in dishing out more dollars.

“We’re no longer a sleepy little town,” Knight said. “Zephyrhills is not growing, we’re exploding. I think to do anything to shortchange — or cut the building down— would be a mistake.”

He added: “We’re already the largest city in Pasco County, and I see nothing but growth.”

Council member Lance Smith concurred: “We need to do it first-class.”

The total scope of the City Hall project is estimated at about $7.6 million.

That includes additional “soft” costs, such as architect and engineering fees, furniture and technology expenses.

Other estimated expenses — relocation costs and temporary office space— are also included in the figure, as provided by the city.

The new complex will replace the existing City Hall, which is situated between the city’s public library and fire department on Eighth Street. A courtyard plaza and walkway eventually will link all three buildings.

With a modern stone and brick exterior, the new City Hall follows an architectural template similar to the Zephyrhills Public Library.

The complex’s interior, meanwhile, will be equipped with more open workspaces and multifunctional meeting rooms, which offer flexibility to accommodate public events.

The schematic rendering by Harvard Jolly shows the first floor houses the council chambers, and includes office quarters for the city’s building, finance and planning departments.

Other city departments, such as public works, the Community Redevelopment Agency and technology will be located on the second floor.

“This plan provides a lot flexibility for future growth,” said Amy Morgan, an associate architect with Harvard Jolly. “There are a couple of spare offices with plenty of storage.”

Phil Trezza, senior vice president at Harvard Jolly, expects the new City Hall to have “at least” a 50-year lifespan.

“The bones of the building will be pretty stout,” Trezza said, addressing the council. “We’re considering concrete block walls, and long-life materials.”

Trezza noted the design-development process will take another “five to six months” before construction can begin.

Construction, he said, will take another 12 months, placing the timetable to completion around mid-2018.

In the interim, the city must locate temporary quarters during the City Hall build out.

The council previously discussed the possibility of continuing to utilize the existing City Hall during construction, but safety and accessibility issues won’t allow that.

Temporary placement options include using extra space at the city’s police and fire stations, and other locations.

“We would all be within one block of each other,” said City Manager Steve Spina.

The City Hall complex marks the second major project Harvard Jolly and contractor A.D. Morgan has designed for the city in recent years.

In 2013, both firms were hired to help design the public library.

They later faced scrutiny over the project’s escalating costs.

At the time, the council was presented with an 8,500-square-foot facility for $1.7 million, but overall costs ended up totaling $2.26 million, a 33 percent increase from what the council originally agreed upon.

Spina, though, has reassured the council a similar instance will not occur, with members being involved in the project “every step of the way.”

Along with Spina, other city staff who’ve served on the City Hall review committee are: Sandra Amerson, Bill Burgess. Brian Williams, Gail Hamilton, Lori Hillman, Todd Vande Berg, Mike Panak and Shane LeBlanc.

Zephyrhills’ website getting upgrade

The Zephyrhills City Council has approved a considerable upgrade to the city’s website.

Council members unanimously approved a $22,848 contract with CivicPlus — a
government website design company— to revamp the city’s website. Ongoing maintenance costs for the new website will be $10,000 per year.

The contract also includes a 3 percent maximum increase to the annual maintenance cost over 10 years.

“In today’s society, it’s just more and more demanding with technology at the forefront,” said Kenneth Compton, the council’s president.

“A website is a gateway for the city,” he said, during the council’s Sept. 26 meeting.  “If someone wants to see what’s going on…they’re going to look at the website first.”

CivicPlus works with over 2,000 local governments nationwide, including Pasco County and the City of Safety Harbor in Pinellas County.

The refurbished website is expected to be easier to use and more technologically current.

Key features will include greater storage capacity, faster upload times and enhanced security.

“It’ll be much more reliable,” said Mike Panak, IT director for the City of Zephyrhills.

The CivicPlus-hosted site, Panak added, should also be easier for city employees to use.

“Each department will be able to update their portion of the website. If they have an issue, they can call CivicPlus,” explained Panak. “They will help us with the content, whereas right now we’re on our own to do it.”

Panak acknowledged in his 10-plus years working for Zephyrhills, the city’s website hasn’t received much attention.

“What I’m (currently) using is an off-the-shelf program that’s basically free,” Panak said. The CivicPlus website will allow the city to integrate with social media and expand the city’s capabilities of interacting with citizens.

City staff including Panak, Gail Hamilton and Sandra Amerson reviewed several website designs and interviewed other cities, before determining that CivicPlus had the best designers and training program for Zephyrhills.

Zephyrhills’ finances solid, audit shows

An independent audit shows that Zephyrhills is in healthy financial shape.

The Zephyrhills City Council on Sept. 12 received and approved the audit of the city’s 2014-2015 financial statements, performed by Baggett, Reuitmann & Associates, and John E. Henson CPA.

The city’s assets exceeded its total liabilities by about $79.3 million, and the city’s total net position increased by 3.44 percent to about $2.6 million from 2014 to 2015, according to the financial report.

The 74-page audit also shows Zephyrhills’ ad valorem revenue increased for the first time in six years.

The city’s ad valorem revenue was about $3.6 million in 2015, an increase of more than $110,000 from 2014. But, the report notes that ad valorem taxes remain about 2.8 percent less than collected in fiscal year 2010 (about $3.7 million), the second year of the Great Recession.

The audit summarizes that “city administration took a conservative approach to balancing the 2016 fiscal year budget.”

During the council meeting, John Henson, a Zephyrhills-based accountant, said the city is in a “very good financial position.”

“I really thought there were going to be a lot of municipalities with a minus balance, but the City of Zephyrhills has taken very good care of itself,” Henson said.

Jeff Baggett, of Baggett, Reuitmann & Associates, added the city remained very financially stable from 2008 through 2015.

“It’s weathered the recession,” Baggett said about the city’s finances. “During the recession, a lot of governments had financial troubles. …(Zephyrhills) never even came close to that.”

Council president Kenneth Compton said the city’s encouraging financial footing “was a function of good leadership from the council, the mayor and the city manager.”

“We all stuck together,” he said.

City Manager Steve Spina concurred, saying the city’s financial situation was a “real team effort” among the city’s various department heads.

“They’ve been great partners in recognizing the differences between needs and wants,” Spina said.

“We met with them individually, and they all agreed to cut back where needed,” Spina added.

The audit does include a critique involving the city’s record-keeping of federal grants it has received.

The audit says “personnel overseeing the grants were unable to provide an accurate schedule of grants that…reconciled to the city’s underlying financial records.”

In the report, both accounting firms recommend the city to appoint a specific individual to oversee grants, and have the designated individual undergo specific training for Federal and State Single Audit Acts requirement.

As for other bookkeeping concerns, Henson said there was “nothing major.”

In other business, the council unanimously approved the Zephyrhills Community Redevelopment Agency’s $315,000 budget for fiscal year 2016-2017.

The redevelopment agency, known as the CRA, adopted budget for the 2015-2016 fiscal was about $465,000, but Gail Hamilton, CRA director, said about $100,000 will roll over to the 2016-2017 fiscal year.

Hamilton told the council she’s continually working on creating incentives to bring in new businesses to Zephyrhills through renovations of vacant building spaces, and by offering façade and signage grants programs.

The objective, she said, is to increase property values within the CRA district, a 520-acre defined area that essentially encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street.

“It looks like we’ve had a couple of pockets where property values rose this year,” she said, addressing the council.

“Hopefully, what the CRA is doing in cleaning up the neighborhoods and working with the businesses, and some of the things that are happening in the marketplace, the…valuations will rise,” Hamilton said.

Residents share ideas for improving Zephyr Park

Refurbished tennis courts, state-of-the art playground equipment and an increased presence of law enforcement officers are just a few examples of the many requests local residents have for the redevelopment of Zephyr Park.

Dozens of people gathered to offer their ideas for improvements at Zephyr Park, during a May 12 open house at the Alice Hall Community Center.

The Zephyrhills Community Redevelopment Agency organized the public session to solicit public participation in developing the park’s master plan, which will be presented to the Zephyrhills Parks & Recreation Board and the City Council in August.

Representatives from Kimley-Horn and Associates Inc. — the park’s design team — also were present to answer residents’ question on the planning process.

Residents were able to see several graphics featuring possible park amenities, such as various types of pavilions, public art displays, water splash pads and playgrounds.

Attendees also could fill out comment cards and provide priority rankings on park changes they’d like to see.

“What I really want to do is get an idea of what the residents want — to get a concept of it,” said Gail Hamilton, CRA director for Zephyrhills. “The citizens of Zephyrhills deserve an urban park as good as anything you would find in Tampa or in St. Pete.”

“We are competing with Wesley Chapel, we are competing with every city in central Florida, so…by improving the park, people who live in this neighborhood, their homes become more valuable,” she explained.

“We could entice someone to build homes nearby that’s market rate, not low-income. So, we’re really looking to not only build a park, but also improve the surroundings around it,” Hamilton said.

She also said she’d like to see a few water features added to the park’s master plan to accentuate Zephyrhills’ branding as the “City of Pure Water.”

“We want to create this natural environment of what a creek in ‘real Florida’ or ‘natural Florida’ would look like…and return a portion of the park to its natural state,” Hamilton said, adding a children’s water park would be a nice addition, too.

The most popular topic, however, was the resurfacing of the park’s five tennis courts.

“The single most used thing in this park is the tennis courts,” said Fred Hall, who lives in East Pasco. “There’s not a thing on any of (the image) boards relating to the tennis courts. That’s the only thing I would use at this point. That’s what’s keeping this park alive is those tennis courts, and nobody even addresses that in this survey that they’re doing, which is sad.”

Hall added the courts are currently almost unplayable due to the number of “lumps and cracks” that have popped up over time.

“We spend our money in this town,” he said. “If they get much worse, all the people that are playing here, they’ll go spend all their money going someplace else.”

That’s what one Zephyrhills family already does.

Brad Bricker said he regularly takes his four children to Common Ground Park in Lakeland, referring to that park as a “destination to go to.”

“Common Ground is such a fun park because the adults are playing, the kids are playing, there’s stuff where everybody wants to get on the equipment and play,” Bricker said. “Their tennis courts actually have a pro shop and a place where they can actually have tennis events. I see something like that happening, where there’s actually tennis competitions happening and more new-age, modernized-type equipment.”

He continued, “(Zephyr Park) has tennis courts, but there’s not really anything happening with them in that sense. If there was a stadium-style tennis court here, you could bring in events…and have a park where people want to drive from other areas to come to.”

Bricker added the park “definitely needs” some new features, whatever they may be.

“It is pretty much outdated,” he said. “Even the newer equipment they’ve put in over the years is kind of…fading and dilapidated.”

Another Zephyrhills resident, Lani Prilliman, is glad the city is finally getting around to improving the park. She said she’d like to see to more law enforcement and lighting at night to curb suspicious activity she’s witnessed.

“There’s been some issues in the evenings,” Prilliman said.

However, Prilliman sees the park’s long-term potential.

“It is a diamond in the rough,” she said. “The park just needs some updating and some sprucing up. I’ve been here a long time, and the park seems to not get much attention.”

While the CRA and park’s design team will consider the residents’ suggestions, Hamilton emphasized that a park with significant amenities could attract hundreds of people into Zephyrhills every day.

“I’m trying to do a great urban park and not just a park for 20 people,” Hamilton said.

Hamilton said she plans to seek state grants, corporate sponsorships and find out what kind of funding the city can provide, to determine a budget for the master plan.

Cleaning up Zephyrhills’ neighborhoods

When Gail Hamilton was hired to lead the Zephyrhills Community Redevelopment Agency about a year ago, she noticed an unsettling trend while patrolling the older, traditional city neighborhoods.

Scattered across several homeowners’ lawns were old appliances, rolled-up carpets, debris and fallen trees.

“I think nobody had done anything in a long time,” Hamilton said, regarding the condition of the historic Zephyrhills neighborhoods.

“The first thing when you start redeveloping an area is you look to clean it up,” she added.

To do so, Hamilton collaborated with several other city departments — Code Enforcement, Public Works, Police and Fire Departments—to create a so-called “Clean Team.”

The “Clean Team” organizes neighborhood cleanups every other month, pinpointing a different geographical area within the city limits for each event.

The program offers an opportunity for city residents to get rid of unwanted junk, with public works crews and community volunteers lending a helping hand.

“We go in there…and clean up anything people can get out into their alley or curbside, because we don’t go onto private property and pick anything up,” said Shane LeBlanc, Zephyrhills Public Works director. “A lot of people will have roll-off construction dumpsters outside. A lot of people drop stuff off to us.”

“You can get rid of your junk, and you don’t even have to bring it to the site,” Hamilton said. “We have crews that are going up and down the alleyway within the area that we’re cleaning, and if you can just get it to the alley, we’ll pick it up. So for people that don’t have a truck or the means to get it to us, we’re trying to help them as much as we possibly can, so there’s no excuse that you don’t clean up your property.”

The third neighborhood cleanup, on Feb. 27, was labeled as the “most successful” yet, according to Hamilton. The cleanup encompassed the area between North Avenue and Sixth Avenue, covering neighborhoods all the way east to 20th Street.

Approximately 160 cubic yards of mixed debris, 24 televisions, 44 tires and one washing machine were hauled away.

Additionally, 39 residents dropped off their junk to the construction dumpsters at various staging areas set up by the clean team.

When cruising around town, Hamilton notices a sizable difference when she sees neighborhoods that have participated in the cleanup program.

“I think we’re beginning to turn a corner with the neighborhoods understanding what we’re trying to do, and appreciate the ability to bring their trash,” the redevelopment agency director said.

“We’re trying to attack it from each angle so nobody can say, ‘Well, it was too hard to clean up my yard.’”

The cleanups also serve as a warning for residents that may be in violation of the city’s code enforcement. Instead of immediately being issued a citation, residents have the opportunity to get rid of the trash in their yard without being fined, thereby being offered an amnesty of sorts.

Hamilton noted city officials are being as accommodating as possible with the program, saying, “We tell people, ‘this is your opportunity…to clean up your infractions or the problems you have on your property, but if you don’t, you will be cited for it.’ We’re still working on that, and getting through the neighborhoods and making people believe, ‘Yes, there will be consequences if you don’t clean up.’

“It’s the ‘carrot and the stick’ approach,’ Hamilton added. “The city will use the ‘stick’ from code enforcement to say, ‘OK, if you don’t clean it up, we’ll fine you.’”

Residents who receive a citation have 30 days to clean up their property.

The fourth neighborhood cleanup is set for May 21 from 8 a.m. to noon.

It will span from Gall Boulevard to 16th Street, generally encompassing the area between Fifth Avenue and South Avenue.

While the program was initially going to focus on the 520-acre CRA district, officials plan to eventually make their way through the entire city.

“We’re going to expand out,” LeBlanc said. “We’ve got other areas in the city that need attention as well.

“It’s a great service to people that can’t get rid of things,” LeBlanc said.

Jeffries House undergoing major restoration

Renovations are underway to the Historic Jeffries House in Zephyrhills.

The Zephyrhills Community Redevelopment Agency’s (CRA) general contractor, Restoration Concepts, recently completed the leveling of the building, at 38533 Fifth Ave. The contractor replaced and added piers under the structure, replaced the latticework and replaced rotten wood on the building’s exterior. Windows were repaired, too.

After the siding is scraped and sided, the historic house also will get a new paint job.

“They’re really moving along,” said Gail Hamilton, CRA director for the City of Zephyrhills. “They’ve raised the side of the building. It’s still a little off, but it’s a whole lot better than it was.

“We’re getting there. It’s going to be gorgeous when it’s done,” Hamilton said.

The porch floor was replaced, thanks to material and labor donations from Dwight Hopkins, a longtime city resident.

Hopkins contacted the city’s building official Bill Burgess, to see if he could volunteer to replace the porch himself, Hamilton said. Once approved, Hopkins purchased high-quality marine wood and constructed a new porch resembling the original.

The porch replacement was needed, Hamilton said.

“You couldn’t walk on it,” she said, referring to the prior condition of the floor.  “The wood had rotted; the city had put up a ‘Do Not Enter’ sign. Dwight saw that… and he just thought the house deserved the best,” she said.

“I think that is something that is so great about a small community,” she added, commenting on Hopkins’ efforts.

The project’s final step will be to restore the building’s interior.

With a shoestring budget, the CRA director is currently soliciting bids to install a plumbing and electrical system.

“It wasn’t in my original budget, so I’m trying to get the best deal that I can,” said Hamilton, who was given a $50,000 budget from the city for the restoration of the building’s exterior.

Hamilton expects everything to be completed within the next three months, so the CRA and Main Street Zephyrhills Inc., can shift their daily operations into the building’s first floor.

The second floor will be open for any prospective Zephyrhills business in need of office space, Hamilton said.

“It would be an excellent incubator project,” she said. “I haven’t really created any guidelines or what exactly that would look like. I kind of was waiting to see if somebody was interested. …What a great problem that would be if I had four or five people interested in the second floor, and we try and take those people to the (city) council with a recommendation for use of the second floor.”

The City of Zephyrhills purchased the home — built in 1912 by Zephyrhills founder Capt. Harold B. Jeffries — for $111,000 in February 2014.

There was a possibility of adding $75,000 for restoration, but Gov. Rick Scott vetoed the appropriation which had been part of the budget adopted by the state legislature.

Preserving historic landmarks is important, Hamilton said.

“It is who we are and where we came from. Future generations will look back at us and determine if we were good stewards of our historical assets,” she explained. “It’s what makes Zephyrhills unique and different. If we don’t preserve our history, then we are just a spot in the road.”

Hamilton also noted: “If you walk down the street of any downtown, you should see the timeline: the evolution of the city.

“There should be homes and businesses and buildings that represent the different decades of that city, and really create that sense of history and place,” she explained. “You may not be crazy about mid-century architecture, but it shows a part of your history,” she said.

“And, all of those buildings should be preserved,” Hamilton said.

Façade grants available in Zephyrhills

Some commercial buildings in Zephyrhills are about to become more attractive.

The Zephyrhills City Council, on March 28, approved the Zephyrhills Community Redevelopment Agency’s Matching Façade Rehabilitation Grant Program.

The $10,000 grant aims to encourage the restoration and preservation of commercial buildings within the CRA district — a 520-acre defined district that essentially encompasses the center spine of the city, generally between Hercules Park to C Avenue, and from Zephyr Park to 17th Street.

The program offers up to a maximum of $2,500 in grant money, but the applicant must spend at least twice the amount of the grant.

The program’s goal is to encourage complete rehabilitation of the structures.

The funds can be used for specific improvements, including a new coat of paint, awnings, doors, windows, exterior lighting and approved siding.

The one-time grant is “first come, first served.”

The grant is part of an effort to eliminate “blighting influences and further deterioration of commercial properties within the CRA district,” according to program documents.

“The CRA’s job is to increase the value of the properties, and therefore, the taxable value,” said Gail Hamilton, CRA director for the city of Zephyrhills.

“In looking at the buildings…it’s going to be city staff that’s going to be doing this, not just CRA staff, but also the building department, as well as the planning department,” she added.

To be eligible for the grant, all property taxes have to be current. Funds will not be provided to a property that has outstanding tax liens, Hamilton said. The CRA director also noted that nonprofits are not eligible to receive funding.

“This is tax dollars, so the CRA has to know you’ve done the work, and once the work has been done, and you prove to the city that you’ve paid the bill in full, then we will reimburse you,” she said.

Hamilton said the grant is not to be used for building maintenance, such as interior improvements, electrical work (unless related to signage or exterior lighting), roof and chimney repairs, or the installation of aluminum or vinyl siding.

“The building must be structurally sound,” Hamilton said, adding the properties must meet the minimum building and life safety codes. “We’re looking at the façade of the building — not if its roof is good. If your roof isn’t structurally sound, then you have a whole lot more problems than just the façade.

“If next year, you decide you don’t like the awning that you put up this year, you can’t come back to the CRA and ask for another grant,” she added.

The façade rehabilitation grant is a follow-up of the CRA’s $10,000 Residential Paint Grant Program, which was approved at last month’s council meeting.

To create an incentive for residents and businesses to participate in both programs, the CRA recently partnered with the Sherwin-Williams paint store in Zephyrhills to provide a 50 percent discount in paint purchases for grant qualifiers.

City Council president Ken Burgess pointed out the program is beneficial for aiding commercial businesses in keeping up with stronger code enforcements within the CRA district.

“I think this (will) be a good (way) to show that we’re not just trying to make things tougher; we’re also willing to help along the way, too,” he said.

Hamilton said she’s focused on “selling” the program to the community, and making sure people in the district understand the overall purpose of the CRA.

“I want to try to use as many carrots as I possibly can to get people to understand the vision of what the city and the CRA is trying to do, and that we’re not just saying, ‘You have to do this,’ but we’re also giving you a hand up in getting it done,” Hamilton said.

“We’re all in this together. Code enforcement and the city and the CRA are all working together, and this grant is there to help them.”

Other initiatives the CRA has focused on include a neighborhood cleanup program, restoration of the historic Jeffries Home and a master plan for the development of Zephyr Park.

Matching Façade Rehabilitation Grant Program
What: A grant program earmarking $10,000 to be used to stimulate façade rehabilitation and preservation of commercial buildings. Grants of up to $2,500 are permitted, but applicants must spend at least twice the amount of the grant they receive. For instance, someone spending $1,000 could receive a grant of $500.

Eligible improvements: New paint job, addition or replacement of awnings, traditional windows, door replacements and exterior lighting.

Ineligible improvements: Interior improvements, electrical work (except as related to signage or exterior lighting), roof and chimney repairs, and installation of aluminum or vinyl siding.
